Overview
BC Hydro Power Smart is launching its Adaptive Street Lighting Program in September 2008, a new initiative which has been developed primarily with municipalities in mind. This initiative introduces a wireless technology which retrofits into street lights, enabling lamps to be dimmed during non-peak periods. A Global Positioning System (GPS) assigns coordinates to each street light, allowing outages to be located, tracked and reported via wireless systems and the internet.
Benefits
By implementing Adaptive Street Lighting, municipalities will realize the following benefits:
- Power Smart incentives will cover 50% of any study costs and the remaining 50% if any recommendations are implemented. This removes any initial financial risk while allowing municipalities to gauge the potential for energy savings.
- Power Smart incentives for implementation projects will also decrease the capital expenditure requirements making this energy conservation measure more financially feasible.
- Cost savings will be realized as a new rate will be implemented to reflect the energy savings.
- Street lights hold high public visibility and can be used to promote municipalities’ efforts towards sustainability to constituents.
- With GPS capabilities, municipalities will be able to determine which lights require maintenance and more efficiently utilize field staff's time.
- The microchip technology will reduce liability risk as municipalities can be proactive with street light outages
- Inventory management will improve as each street light may be tracked individually.
Case Study
Initial research shows that there is a demand for this technology and that some municipalities are ready to proceed. The following are two pilot projects that were recently completed:
- City of Prince George – Prince George retrofitted 65 luminaires with Adaptive Street Lighting technology along a major street. At no time have the luminance levels been reduced below current industry standards. All stakeholders have signed off on this pilot, including ICBC, RCMP, City of Prince George and BC Hydro.
- Ministry of Transportation – MOT is currently testing 30 luminaires equipped with the Adaptive Street Lighting technology in three rest areas along Highway #1.
